Chemonics seeks an IT Finance and Sourcing Director for the Global Technology & Infrastructure Division (GTID). The IT Finance and Sourcing Director is responsible for financial management, procurement strategy, and strategic sourcing for Chemonics’ Global Technology and Infrastructure Division. They will lead the preparation of the IT budget, analysis of IT financial conditions, creation of financial metrics, adherence to accounting practices and internal policies, development of charge-back models, and creation of reports. The Finance and Sourcing Director will also recommend an IT procurement strategy, processes, and procedures that are consistent with corporate policy, IT requirements, and sound commercial, legal and ethical practices. They will be responsible for systematic execution of processes and procedures for the timely and cost effective purchasing of IT products and services. They will oversee the full cycle of IT purchases, leases, agreements, and contracts from... initiation to completion. Responsibilities include:

Financial Planning, Management, and Analysis

  • Manages IT budgeting, reconciliation, reforecasting, and financial performance reporting
  • Analyzes and prepares the IT budget and develops proposals with supporting documentation and justification
  • Provides financial statements for IT leadership, such as monthly budgets and summary reports
  • Oversees processing of invoices for contract payment
  • Defines and administers compliance controls and conducts internal reviews to ensure compliance
  • Drives common accounting practices, reconcilements, and consistent reporting
  • Ensures compliance with legislation as well as internal policies and procedures
  • Maintains an appropriate pricing model and charge-back scheme
  • Applies an understanding of Chemonics’ cost structure to the prioritization and implementation of activities and decision-making

Sourcing

  • Recommends and establishes the IT procurement strategy, processes, and procedures that are consistent with corporate policy, IT project requirements and sound commercial, legal and ethical practices
  • Responsible for the systematic execution of processes and procedures for the timely and cost effective purchasing of IT products and services
  • Manages the activities of the IT procurement function, including solicitations, execution of contracts, negotiation of bids from vendors, placement and tracking of contracts and coordination and reconciliation of invoices for processing
  • Manages supplier relationships and service level administration for vendors from a contractual perspective
  • Evaluates supplier base for cost savings opportunities
  • Develops and promotes effective IT asset management strategies, policy, approaches and practices across the full range of digital technology assets used within the organization
  • Manages an effective technology lifecycle that spans from technology asset selection, operation, refresh, migration, optimization, all the way through the retirement and disposal of the asset

General

  • Supervises GTI business operations staff
  • Performs other duties and responsibilities as required

Qualifications:

  • Bachelor’s Degree in Business Administration, Finance, Accounting, or other related field, MBA preferred
  • Minimum 6 years of experience in financial management and sourcing lifecycle implementation
  • Minimum 2 years of experience working with or supporting technology projects/programs
  • Experience in contracting and negotiation, risk management, and data analysis
  • Financial certification (such as Certified Management Accountant or Certified Public Accountant) strongly preferred
  • Experience with USG regulations and guidelines, preferred
  • Demonstrated leadership, management, organizational, and decision-making skills
  • Demonstrated strong communication and collaboration skills
  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Ability to operate at advanced levels of authority and control significant activities, budgets and resources to produce and take responsibility for results
  • Demonstrated ability to manage and supervise staff and contribute to professional growth of junior staff
  • Ability to work effectively both independently and as part of a team
  • Demonstrated leadership, versatility and integrity
