Chemonics seeks a senior specialist, project performance for the U.S. Government (USG) Business Line Support Division. The goal is for the USG Business Line Division is to focus on executing our 2020-2023 strategic plan, refine and disseminate best practices, and support systems that better capitalize on our breadth of resources across Regional Business Units (RBUs). It is likely that the support services may evolve and expand during 2021-2022.
The senior specialist serves as a strategic resource for the USG Business Line Team, supporting the senior advisor in strategy, client relations, organization development, and delivery management. The senior specialist ensures key services, resources, and tools meet internal and external client needs and ultimately link improved outcomes for regionally focused USG business units. Responsibilities Include:
- Leads the evaluation of existing project performance systems under the five selected value streams (corporate financial, hire to retire, procure to pay, lead to award, and start to close) systems as part of the team to improve project design and delivery impact
- Works with business line members, value stream leaders, owners, and business process specialists to identify the needs of the USG Business Line and corporate outcomes in optimizing support services
- Assumes a management role in liaising for the USG regional business units on opportunities to clarify, strengthen, or streamline project operations to better position the USAID business line for success
- Works with business units, practices, and support divisions to identify key issues with project performance across the company and incorporate the needs into relevant strategies aligned with the Chemonics Strategic Plan
- Consistently identifies opportunities for project performance improvement and spearheads initiatives to improve
- Leads consultations with support division on home-office and field-office matters to help make informed decisions that are congruous with client and corporate strategic requirements
- Systematically gathers Contract Performance Assessment Reports (CPARS) and other client-related data, breaks the data down into relevant components for analysis and uses it to draw conclusions
- Provides RBU leadership with information regarding project performance improvements and translates how the improvements should adapted
Qualifications:
- Bachelor’s degree required
- Minimum 5 years of project management or relevant experience
- Understanding of project management skills, including budget and financial management, contractual compliance, procurement/subcontract/grant management, client relations and knowledge of client, and personnel management
- Knowledge of USAID and its operations required
- Demonstrated organizational development experience
- Demonstrated ability to communicate clearly and concisely orally and in writing
- Strong knowledge of MS Office applications
- Ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
- Ability to multitask with strong attention to detail, organization, and time management
- Ability to work independently and as part of a team
- Strong organizational and work prioritization skills and attention to detail
- Demonstrated leadership, versatility and integrity
