NetCentrics Corporation seeks a Senior Proposal Manager supporting our DoD and Federal/Civilian lines of business. The position oversees all proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, monitoring the progress of the proposal, and final submittal.

Specific duties include:

  • Manages the entire proposal development process (using the Shipley method or similar) from collaborative Pre-RFP sessions to submittal. - Manages win themes, reviews with the other groups, daily stand-up meetings, and compliance matrix - Understands solicitation components and provides RFP review, analysis, parsing, and compliance - Develops appropriate proposal-related documentation, including compliance matrices, style guides, annotated outlines (based on Section L&M), proposal schedules, writing guidance, and kick-off presentations - Prepare and write proposal documentation that is clear, compelling, and grammatically correct -... Establishes and maintains communications among geographically dispersed proposal teams, including subcontractors, using collaborative tools such as Teams. - Coordinates with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs. - Develops and executes the proposal review plan (e.g., Pink Team, Red Team, Gold Team), along with the review team lead, for interim and final reviews of all proposals - Manage potentially multiple proposal teams in a high stress, fast-paced environment - Manages functional resources assigned to the proposal and on-time submittal of 100% compliant proposals that are compelling - Oversees all proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, and monitoring the progress and quality of the proposal

Required Qualifications: - Education: Bachelor’s degree or equivalent and 10 years of relevant experience or demonstrated effectiveness at meeting the expectations of the position; or Master's degree plus a minimum of 8 years of relevant experience DOD proposal management. - Certification: Shipley training (certs) are desired.

  • Clearance: Must have the ability to obtain a Secret Clearance - In-depth understanding of the US Government bid-and-proposal process as well as bid package contents - Strong team player with the ability to convey direction, information, and support quickly and effectively - Ability to run efficient meetings that focus on agenda topics while following-up with sidebars on other items - Responsive to all forms of electronic communications - Must work well under pressure and able to meet deadlines. - Strong business acumen, with willingness and ability to learn additional skills. - Excellent organizational, verbal and written communication skills. - Ability to prioritize and manage a number of projects simultaneously - Positive attitude and works well with others. - Strategic thinker with the ability to make the complex simple. - Exceptional skills in Microsoft Word and PowerPoint
