Seeking a Sr IT Sourcing manager for our direct client requirement in Eagan MN for a long term contract opportunity.

3+ months with potential extensions.

Eagan MN - currently remote after extensions will decide onsite / remote.

Summary: This position is a member of the Strategic Sourcing group within the Strategic Sourcing and Procurement Department. This individual will be accountable for the successful design, development, deployment and integration of strategic procurement initiatives. Specific responsibilities include consulting with business unit leadership to research, design and develop sourcing strategies to meet their business needs. Responsible for development and managing of RFP strategies, supplier negotiations, contract drafting, integration with business units, identification and execution of... cost savings opportunities, and providing feedback on vendor performance to the Vendor Management Office.


  1. Develops and leads procurement strategies, complex initiatives, and complex contract negotiation strategies across highly matrixed organization and management levels.

  2. Consults with cross-functional business partners on sourcing strategies; leads research and analysis to facilitate business decisions regarding the use of vendor partners; maintains strategic relationships with cross-functional business partners.

  3. Facilitates RFx in partnership with business units to achieve divisional and enterprise goals.

  4. During the contracting process, serves as a liaison between BCBSM and vendors ensuring that sourced goods and services meet business needs, quality, cost, delivery and customer satisfaction. Writes realistic and enforceable contracts and SLAs to mitigate risk.

  5. Provide functional expertise and support to Legal, Compliance, Finance, and Security, Internal Audit, Treasury in support of adherence to all policies supporting the contracting process and various audits as required.

  6. Accountable for maintaining scope of work in line with departmental expectations, including: Objective setting, measurement, reporting, and process improvement in all areas of responsibility; maintaining contracts in central repository in line with corporate guidelines, and revision and documentation of procurement processes for the organization.

  7. Monitors the funding approval process and completes tasks timely to ensure requested funds align with contract terms.


  • Bachelor's degree in business or a related field with 8 years of relevant work experience, including contract writing

  • Self-motivated, ability to work independently, flexible, demonstrated ability to set priorities with minimal direction.

  • Ability to effectively communicate both verbally and in writing.

  • Demonstrated strong project management skills;

Ability to develop and work on several complex projects at one time in a fast-paced environment.

  • Ability to build and maintain relationships with internal and external stakeholders.

  • Strong negotiation skills, related to both pricing and contract terms

  • Experience writing contracts

  • Excellent problem-solving skills and demonstrated curiosity.

  • Demonstrated positive professionalism in all work-related behaviors as demonstrated by adaptability, contributing to team success, customer focus, skillful communication, and efficiently managing work.

  • Possess the ability to manage cross functional team projects, master agreements, and complex IT strategic initiatives that are critical to the organization.

Preferred Requirements :

  • Master's Degree in business

  • Experience with IT contracts
